In the electricity business, companies need to select a strategy which reforms corporate culture and improves brand image. Afterwards, as it is particularly difficult for them to differentiate their product, they need to select a cost leadership strategy. Therefore, they should merge with other electric companies to utilize the economies of scale. In the dispersive power plant business, companies need to select a strategy which accumulates competence like maintenance and inspection technology of an electric plant. Thereafter, they should form a merger with a number of dispersive power plant companies to utilize the economies of scale. That is to say, as an inside approach strategy, like a resource strategy (resource-baed view) and a learning strategy, can absorb more environmental uncertainty than an outside approach strategy, like a positioning strategy (market positioning view) and a game strategy, they should first utilize an inside approach strategy, afterwards, they should utilize an outside approach strategy.
