From the early 1920’s, against the background of a rise in the price of coal, the Japanese steel engineers were interested in energy saving. They noticed the German energy saving technology, in particular the heat control. In the 1920’s the Yawata Works started to reuse surplus gas and in the 1930’s Showa Steel in Manchuria established its heat-control division. Because the Chino-Japan war made the tight supply-demand situation for coal serious, major steel works in Japan also established their heat control division and made every effort to improve the energy consumption rate. But during wartime, their energy consumption rate became much worse because of the severe lack of materials and skilled workers. After the Asia Pacific War, almost all steel plants earnestly invested in the heat control and practiced heat control movements.
