It argues that sustaining the gains in the country’s decentralization depends largely on the institutionalization of policy structures in central bureaucratic agencies responsible in enforcing regulatory frameworks towards broader capacity and efficiency in local service delivery. Talking into consideration the prevailing political and bureaucratic constraints in the country’s intergovernmental system, this paper highlights the need to institutionalize DILG’s policy structures.
