HCSC became financial crisis in 1910 because of the over investment in steel industry, and too much dividend. However Mitsui which was the major stockholder of HCSC did not give many assistance. Because other major stockholders opposed to management reform by Mitsui, and the possibilities of HCSC were also unknown. As it turned out, HCSC was in a financial trouble again in 1912. In this time, Mitsui took over the management of HCSC. It was because the possibilities of HCSC had become clear by investigation of the coal mines of HCSC by Mitsui Mining Company, and other major stockholders could not resist to Mitsui at this time. Mitsui invested in HCSC, and reformed financial situation. Furthermore, talented people also sent into HCSC from Mitsui Bussan Kaisha and Mitsui Mining Company.
