They found the innovative and entrepreneurial activities of small and medium sized enterprises there. Industrial Cluster is defined as the bulk of closely related firms located in the local areas in the same industry. In this article is analyzed this industrial cluster from the perspective of organization theory. So the most important characteristics of Industrial Cluster are its flexible division of labor and linkage mechanism. The former ensures its flexibility based on the assimilation of a variety of technology and skills of the member firms and the reduction of the coordination cost through the frequent flow of the idiosyncratic information. The latter involves the following two functions ; coordination of supply and demand and governance of the transaction between the industrial cluster and its market. Industrial Cluster is thus managed through differentiation and integration based on the organization principle. That is, differentiation is achieved both by vertical and horizontal division of labor as Line Organization and Functional Organization.
