Here, the paper offers a case study analysis of this process at Nagoya University The effectiveness of performance indicators must be viewed from two sides. The one side is to design and to implement the strategic plan. The other side is to evaluate the strategic plan. Currently, the strategic plan at Nagoya University is not evaluated. Therefore, we analyzed the design of the strategic plan.
