The making process of International Clearing Union Proposals (so-called Keynes's Proposals) also started in 1941. And as situations went on along the forecast of the British authority, they had to insist their Proposals very strongly. But UK finally accepted International Monetary Fund Proposals at Bretton Woods Conference. There is an explanation by the theory of Gentlemanly Capitalism about why UK accepted socalled White Proposals. It insists that J. M. Keynes thought White one would not harm UK's interests. But considering the situations and the forecast at that time, we must say that this argument is far legitimate. On the other hand, there is another explanation which insists that Keynes misconceived about the No.8 clause of IMF agreement. Except for Keynes's misconception, we can see the documents of the H. M. Treasury and the Bank of England which suggest that UK did not intend to accept earnestly American proposal. After all it is the most natural interpretation that UK did not intend to abandon the right of control on foreign exchange. And fortunately, things after the war moved in the direction where bilateral settlement was developed. Then European countries agreed to set up the EPU (European Payment Union).
