Fraternity, as the social tie between men, is able to be carried into the wider relationship, which unites citizens of a nation. Thus the citizens, bound together by the bond of fraternity, feel constrained to have moral duties towards fellow-countrymen. But the moral ground of duties towards fellow-countrymen are likewise the ultimate ground of duties towards foreigners.
