内容記述 This paper explores the use of performance indicators as the principle mechanism for assessing accountability in the reform of higher education in Japan. We review the (a) historical arguments in Japan for employing performance indicators and the uses of such indicators elsewhere in the world, (b) factors calling for their use and the notion of accountability in higher education, (c) nature, concerns and controversies with performance indicators in higher education, (d) reality that performance indicators often lead to performance funding and the use of government budgets as policy tools, and (e) problematic issues in performance-based funding. All of these dimensions have important implications for the current scene in Japan.
