| 内容記述 | The new systme of secondary education in Japan composed of lower secondary school (chugakko) and upper secondary school (Koto gakko), was organized by "Fundamental Law of Education" and "School Education Law" in 1947. New lower secondary school became only one school subsequent to primary school, and guardians should be obligated to send their children to this school. The aim at this lower secondary school in School Education Law is expressed as "giving the pupils secondary general education according to the development of their minds and bodies on the basis of the education given at the primary school" (Article 35). In this paper the progress of preparation of the School Education Law was elucidated, and the aim at the lower secondary school was examined throughly. Some of our conclusions as follows. The key term of the article expressed the aim at secondary school is the phrase "secondary general education". In prewar Japan the key term of the aim at secondary education in many school codes was always the phrase higher general education". "Secondary general education" is the new phrase in our country. The phrase for expression of the aims at three stages of education from primary school to upper secondary school was used different ways of writing the adjective for "general education". Thus the phrase "elementary general education" was used for the aim at primary school, "secondary general education" for lower secondary school, "higher general education" for upper secondary school. Recently the interpretation of the new phrase "secondary general education" was abused for the policy attempt to divide upper secondary school from lower secondary school. | |||||
