Those who participated in the debates included members of the Parliament, merchants, electric telegraph and railway companies, an economist, scientists, and electrical engineers. The participants all agreed that electric telegraphs were increasingly garnering public interest. It was considered remarkable that this nationalization was implemented under the influence of British liberalism. The focal issue of the debates was who should run the business, the British government or British private companies. 内容記述 This paper examines the nationalization of the electric telegraphs business in late-nineteenth century Britain, with a focus on the legislative procedures of the Telegraph Act of 1868 and related debates. This nationalization was the first case of establishing a national monopoly through forced acquisition in Britain. The purpose of this paper is to indicate that the concept of the publicness of electric telegraphs played a crucial role in establishing modern information infrastructures that marked the dawn of the information society in Britain. This paper discusses the following historical records: UK Parliamentary Debates (House of Commons), and the pamphlets concerning the nationalization of electric telegraphs. Those who participated in the debates included members of the Parliament, merchants, electric telegraph and railway companies, an economist, scientists, and electrical engineers.
