In the 1910s, leading Japanese mechanical engineering professors recognized that sciencebased technology would be essential for the development of Japan’s industry. Thus, in 1925, Dr. Masao Kamo emphasized that it was crucial to improve the national technical education system, and also to promote public understanding of science and technology through museums. In accordance with his advice, Director Yasuji Akiho designed Tokyo Science Museum (TSM), based on the Deutsches Museum concept. However, in this museum, the original concept was realized only in the annex (industry part), opening in March 1932, with 2,780 square meters of exhibition space. Contrary to the original plan, the main building was devoted to the natural history collection, which consisted of about 94,000 items from Tokyo Imperial Museum, which had been destroyed by the Great Kanto Earthquake of 1923. This outcome disappointed leading engineering professors, and so from 1933 to 1935 the Japan Federation of Engineering Societies (JFES) attempted again to establish another industrial museum. However, it was yet again unrealized, this time due to lack of funds. Around the same time, another museum plan was proposed: to reuse the pavilions and exhibits of the IE of 1940. My research has produced the following facts: 1) Yoshiro Sakatani, the former Finance Minister, advocated holding the IE of 1940 in August 1932, including the idea to establish an industrial museum after the IE, as an alternative to the unrealized original TSM plan. In October 1935, just after the failure of the JFES museum project, Sakatani proposed the new plan to Prime Minister Keisuke Okada, and Okada agreed with it. 2) It was discussed that the industrial museum based on the Deutsches Museum concept would be established by keeping the mechanical, electrical and chemical industry IE pavilions. 3) However, Japan’s Ministry of Education decided in 1936 that it was better to extend TSM and to transfer exhibits from the three IE pavilions to the extension. Moreover, subsequently, in Feb.1938 the Imperial Diet called on the Ministry of Education to build a new natural history museum, including a mineral resources section, as the highest priority.
