内容記述 This research analyzes the discussion relating to the Medical and Pharmaceutical Systems Research Council (MPSRC), a council established by the Japanese Ministry of Health and Welfare (MHW) during World War II. A report presented by the MPSRC called for enhanced basic medical training practices to be conducted prior to medical licensure. It stated that training should be conducted to the greatest degree possible during the schooling period under the supervision of a licensed physician, and that such training should continue for at least one year or more as a requirement for general practice. The National Medical Care Act of 1938, launched from this report, would reform the physician’s education system. Previous studies on the discussion regarding the MPSRC imply that the strengthening of basic clinical training influenced the medical school curriculum reform as promoted by the Ministry of Education (MOE). This study aims to re-examine this point. This paper asks the following research questions: 1) When did MPSRC started to discuss basic clinical training? 2) Was the concept of basic clinical training proposed in MPSRC by MHW the same as that which MOE describes? This paper concludes the following: 1) The MPSRC did not begin discussing basic clinical training until after September 5, 1939, when the Ministry of Environment began reforming the medical school curriculum. 2) MHW, which, at the time, was mainly concerned with a means to correct the maldistribution of physicians in the country, proposed a system of work designation immediately after licensure. This was met with resistance from the Japanese Medical Association so thus modified to include the requirement of a basic clinical training practiced at general hospitals before licensure. This change resulted in the implementation of basic clinical training during school as found in the report, which differed from the current logic of the MOE at the time. These conclusions suggest that there was a divergence between the MOE’s intentions regarding basic clinical training and the considerations of the MHW’s.
