内容記述 The purpose of this paper is to clarify transition in the policies of the “free compulsory education” system in the early 1950s and the transformation of ideas the Japanese Ministry of Education included in the system during that process. The findings of this study are as follows. The initial plan of the Ministry of Education was to include free school supplies and school lunches, but was reduced to a scheme of free textbooks. This can be seen as a strategy by the Ministry of Education to secure education finance by creating feasible policies amid conflicts and negotiations with the Ministry of Finance and the Agency for Local Government. Therefore, although the Ministry of Education stated that the scope of free compulsory education system should originally be expanded to include school supplies, the “Act on Distribution of Textbooks for Children Entering School in 1951” limited such expenses to textbooks, and then aimed to expand the number of grades covered. This act implied that free compulsory education was compensation for parents’ obligation to attend school; it anticipated the effect of free textbooks would encourage a ‘cultivation of a public spirit’. Thus, from the beginning, the policy of free textbooks had a different meaning and function from that of free compulsory education as a guarantee of the right to education. Due to national financial restraints, “The Act on Distribution of Textbooks for Children Newly Enrolled in School” of 1952, gave up expanding the scope of the program, and limited the target population to children newly enrolled in school. Accordingly, while the 1951 Act stated its purpose as the “realization of the ideal of free education,” the 1952 Act changed its purpose to “deepening national awareness” and “blessing the future of children”. Finally, in 1954, the Act was suspended because it was deemed to have undermined the principle of free compulsory education with its stipulated purpose to target only children newly enrolled. In summary, the Ministry of Education’s strategy of implementing feasible policies and changing the purpose provisions altered its own position on textbook distribution which, although it had been based on free compulsory education, resulted in the abolition of the notion of universal free textbooks under the concept of Universalism.
