The purpose of this study is to explore the trends in education for Muslim children residing in Japan and the current status of Muslim education, serving as a basis for research on Muslim education within the country. As the number of foreign nationals and individuals with foreign backgrounds in Japan continues to increase, the number of Muslims is also on the rise, reflecting their growing inclination to settle in Japan. In this study, we will categorize schools for Muslim children as “Islamic schools” and elucidate one facet of the educational experience of Muslim children in Japan by examining the evolving trends of these schools. In Section 1, we examine changes in the policies of accepting foreign residents and residence statuses. It is evident that while the foreign resident population has been continuously increasing, the population of permanent residents, foreign students, and foreigners with residency status that allows them to relocate with their families has been rising as well. Consequently, the residency status system has been overhauled, allowing them to stay in Japan for longer periods of time. Based on the demographic trends among foreigners by country of origin, it is observed that the Muslim population is also increasing, with approximately 60% holding “permanent resident” status. Section 2 discusses the trends within studies focusing on Muslim education in Japan. First, we reviewed the research developments in the domains of “oldcomers” and “newcomers” education, and found that research works on oldcomers is mainly concerned with Koreans living in Japan, with many studies discussing ethnic identity. Trends since the late 2010s can be noted in the following areas: (1) life experiences beyond the school environment, (2) newcomers’ diversity, (3) regional diversity, (4) out-of-school children, (5) foreign schools, and (6) career choices, with focus on high school and higher education, employment, and career development. Despite an uptick in studies on Muslim education in Japan, there has not been much research analyzing the current situation. Section 3 discusses the contemporary state of Muslim education. Many Islamic schools in Japan have been established since the late 2010s, predominantly employing English as the medium of instruction. Furthermore, many schools have incorporated the International Cambridge Program as a qualification for completion along with Islamic studies. The Tokyo Indonesian School offers Islamic education in accordance with the Indonesian curriculum, and has introduced distance education programs in recent years. In addition, role of Muslim communities in providing education and the phenomenon of pursuing studies in the students’ country of origin or Islamic countries were also discussed. These facts indicate that within Japan, Muslims impart Islamic education to children in various ways and in various locations beyond conventional schools. |
