The focus of this analysis is the case of the Shimauchi district in Matsumoto City. This initiative involves local residents sharing community issues and collaboratively undertaking community-building efforts to live safely and securely under common goals in a community self-governance activity. The case of the Shimauchi district involves community activities at an even more localized level than neighborhood associations, focusing on collaborative efforts within small neighboring groups. It is an initiative for planning community issue resolution based on discussions among residents. Workshops were also conducted. Despite being modest, there was a form of experiential learning based on life experiences, providing an opportunity to build relationships within neighboring groups. It is not easy for residents to evolve as contributors to community self-governance, and this evolution is achieved through mediating some form of activity. Learning that fosters individual growth as contributors to community self-governance is embedded within these activities, and the learning process becomes evident through engagement in these activities. Systematic learning activities at community centers contribute to the individual growth of each person, but what is crucial is the experience of collaborating with others in collective activities within the community. Experiences in community activities shared with local people lead to the budding awareness of becoming contributors to self-governance. Fragments of learning emerge from interactive activities, expanding and crystallizing into conscious learning. Learning becomes conscious through reciprocal interactions. Such experiences hold significant meaning in the neighborhood community where a shared sense of living can be cultivated. Collaborative efforts in addressing common life and community issues, particularly within a localized neighborhood, contribute to the establishment of everyday relationships in the community and form the foundation for creating a livable environment.
