内容記述 | This study explores the development of Japanese university standards before World War II to better clarify their underlying characteristics. Using a comparative lens, this research analyzes the requirements embedded in historically-embedded standards alongside the prescribed conditions imposed on universities. Following the University Ordinance (Daigaku-Rei) of 1918, Japan witnessed the establishment of public and private universities as separate from national universities. The establishment of these new categories of university followed three distinct standards. The initial standard, outlined in a circular distributed by the Ministry of Education to prefectural governors in 1919, mandated that universities create their own essential assets to maintain operations and they employ an adequate number of full-time faculty. In the documents regarding evaluation for establishment approval, uncodified requirements were utilized alongside the established standards. A new standard emerged in 1924, augmenting initial deposit requirements, reducing deposit frequency, and incorporating requirements for facilities previously covered under assessments. Subsequently, a revised standard introduced in 1929 specifically outlined and heightened basic asset requirements for universities offering evening classes. During the accreditation assessment, universities were mandated to deposit their basic assets in a lump sum and predominantly rely on government bonds, requirements not explicitly stated within the standard regulations. These standards, formulated by Ministry of Education officials, served as the minimum benchmarks for assessing the approval for the establishment of a university. Throughout this process, undisclosed requirements were arbitrarily applied in conjunction with the established criteria. | |||||||||
