内容記述 | This article focuses on the lives and careers of the Cambodian dignitaries who served as the Minister of Justice in French Colonial Cambodia. The Minister of Justice (1897-1905, 1912-1944), or the Minister of Justice and Education (1905-1912), was one of the five ministers who composed the Council of Ministers, which was re-organized and became the substantive executive and legislative organ by the Royal Ordinance in 1897. The Minister of Justice was responsible for the judicial administration and played a potent role in the legal reforms, especially codification of both civil and criminal codes and reorganization of court system attempted in early twenty century. Thus it seems necessary to make their personal backgrounds clear in order to deepen understanding of aims and achievements of the reforms. This paper describes the dates of birth and death, the origin, educational backgrounds, and careers of 9 ministers who successively occupy the post from 1897 to early 1940s. According to the materials that belong in the National Archives of Cambodia such as personal files (dossier personnelle) of the Ministers, Official Gazettes (Bulletin administratif du Cambodge) and the proceedings of the council of ministers, the ministers can be divided into three generations. The first generation had experiences of serving in counterinsurgency campaigns in 19 century. The next were former French-Cambodian interpreter who could climb up the ladder to success in colonial administration. As the last generation, qualified judges (magistrats) could reach the highest position just from the 1940s onward. Such a change connected with the improvement of personal management system of officials including judges, however, whether it could have a positive effect on the independence of judicially or not will still remain ambiguous. | |||||
