During this period of high economic growth, the reformation of Japan’s agricultural sector saw many male farmers in areas like Shimoina-gun become wage earners for local companies while female farmers took on part-time work. Consequently, the number of residents participating the community- based kominkan decreased. To address this problem, the directors of the kominkan systematically offered learning opportunities for residents intended to raise awareness of the essence of life and the meaning of socio-economic production. The examples from Iida City, Matsukawa Town, and Takagi Village, describe what sorts of plans were implemented towards this end. This investigation reveals how the power structure that oversaw the implementations was created via group discussions among officials as well as with between the officials and residents. In discussions among officials, meeting minutes show that the officials clarified the decreasing membership problem as one of social origin, and decided that a diverse set of activities be created that were related to social education policies. They then planned further meetings for the honest exchange of opinions among officials, agreeing on a system of status guarantee. This inquiry shows that the village kominkan members expressed that it was essential to broaden educational offerings through systematic learning programs while continuing to value residents’ independence; the intention was to best address the changing reality of the times and keep the residents’ trust. On the other hand, discussions between officials and residents noted various problems. Some resident learners felt that some directors of the kominkan imposed learning opportunities as an antidote to an otherwise superficial lifestyle. In other instances, complaints of the coexistence of groups with different political standpoints caused some friction. Additionally, implementations by directors of community halls during this period were subject to repression by directors of autonomous bodies, resulting in the elimination of grant funding and the transfer of some officials. 内容記述 | This research aims to illustrate how directors of the kominkan (the community learning center) of farming and mountain villages implemented plans and initiated self-formation during Japan’s high economic growth period (late 1950’s to early 1970’s) using the example of the kominkan of Shimoina- gun, Nagano Prefecture. During this period of high economic growth, the reformation of Japan’s agricultural sector saw many male farmers in areas like Shimoina-gun become wage earners for local companies while female farmers took on part-time work. Consequently, the number of residents participating the community- based kominkan decreased. To address this problem, the directors of the kominkan systematically offered learning opportunities for residents intended to raise awareness of the essence of life and the meaning of socio-economic production.
