Studies on social education have led to an improved understanding of political education through explorations of its relationship with educational practices that align with how learning happens in real life. In this paper, we focus on election enlightenment, a topic that has remained relatively unexplored. There are two aspects to election enlightenment: election cleanup campaigns that aim to promote fair elections; and political education campaigns that aim to improve voters\u0027 political awareness and encourage them to participate in elections. The latter can be interpreted as belonging to the realm of social education. Two large-scale expansions of the voter base--the 1925 expansion of voting rights to all men and the 1945 expansion of voting rights to all women--indicate a strong connection between the historical development of election enlightenment and organization of social education. It can be argued that social educational administration was responsible for the so-called \"cultivation of constitutional thought,\" a topic that had been neglected in election enlightenment. On a practical level, I focus on Yoshiharu Tazawa (1885-1944), who was involved in both election enlightenment and social education activities before World War II. I reveal that he believed both election enlightenment and social education were needed to cultivate supporters of constitutional politics. Specifically, I argue that Tazawa developed election enlightenment based on political education centered on understanding constitutional theory, political structures, and political conditions inside and outside the country.
