内容記述 | This paper discusses the purpose of Article 14, “Political Education,” of the Japanese Basic Law of Education, and includes the history of legislation, the interpretation of law, the explanation of terms and operational issues, in particular, in light of academic theories following the 2006 revisions to the Basic Law of Education. In 2015, when the voting age was lowered with amendments to the Public Office Election Law, the Ministry of Education reacted in that same year, abolishing the 1969 notice. The new notice reviews the political education and political activities of high school students under the new Article 14, Sections 1 and 2. This section explains the details of these new doctrines; in particular, how political education is to be understood under the revised Basic Education Act. There are two important points regarding the interpretation of Article 14 of the Basic Education Act. The first refers to the importance of imparting to students a rich opportunity for learning political education. Quality political education aims to foster knowledge and understanding of political systems, as well as to offer opportunities to exercise critical skills and test ideas touching on political morals and beliefs. It suggests that the environment in which political education takes place is not just schooling, but public education in general, including social education. In addition, political education should not be limited merely to teaching youth to become voters or to preparing them for understanding how elections work within the overall system. The second purpose of the new article is to reaffirm that the article does not encourage intense political activity on campus, nor does it trivialize political education itself. Subsection (2) states that teachers, principals and school employees during a teaching activity shall be prohibited from indoctrinating or inciting youth to support (or not) a particular political party. No limitation by an expanded interpretation of subsection (2) is permitted. | |||||
