| 内容記述 | This article uses the case of Nujiang campaign which lasts from 1999 until now to illustrate the advocacy activities by Environmental NGOs and the accompanying changing models of agenda-setting in China. Under the agenda-setting models suggested by May Peter, a time serial comparison is employed : the issues emerging at three different times are the identical while the agenda-setting models they belonged to are completely different. In 1999, the issu reached the formal agenda with non transparent manners in which they were decided behind closed door, but the same issue was placed on the public agenda by government between September and October in 2003 and finally received a high level of public interest and participation in 2004 and 2005. The comparative analysis yields three conclusions : (1) the differentiation of the departments' interests in government may lead to expanding the issue to the public ; (2) the outside groups, especially ENGOs play a fundamental role in public participation ; (3) the traditional "elite politics" in China is changing slowly but surely. | |||||
