内容記述 | This article examines the debate about mission drift associated with the commercialization of microfinance. Mission drift refers broadly to de-emphasis of microfinance’s efforts to serve the poorer section of the population in search of greater financial benefits. Examining this debate will be highly relevant to an interdisciplinary study of poverty reduction because what is debated is fundamentally concerned with a balance between social concern and economic principles entailed in any poverty reduction intervention. ACLEDA Bank of Cambodia which is widely regarded as one of the most successful cases of a microfinance NGO’s transformation to a commercial bank in Asia, is used as a case study. On the basis of field data analysis, the article concludes that ACLEDA Bank remains committed to serving poor customers after its transformation from an NGO. It argues, however, that while commercialization of microfinance, in itself, does not have to cause mission drift, an unnecessarily large number of poor people could be excluded from commercial microfinance when ‘the economically active poor’ are misrepresented as ‘microentrepreneurs’. In the case of ACLEDA Bank, ‘the economically active poor’ are indeed misrepresented as ‘microentrepreneurs’ in its official discourse. However, large-scale mission drift has been prevented so far by the field-level discretion exercised by its credit officers. Consequently, the poor who are being served by ACLEDA Bank are not so much the people who have entrepreneurial ideas as those whose household members have regular, stable income sources. | |||||
