内容記述 | An increasing number of development projects are taking a community-based approach in rural areas of developing countries. Using this approach, beneficiaries’ capacity to manage these projects is of vital importance. However, very few empirical studies have been undertaken to date to examine what types of capacity or assets possessed by the beneficiaries are essential for them to organize collective action and consequently to enhance the performance of community-based rural water supply projects.\<br/>This paper examines the factors that help users to better operate and maintain water supply facilities with handpumps (HWSFs) at the village level, using three rural water supply projects implemented in 11 Cambodian villages by two external donor agencies as a case study. It also analyzes which of the factors are more important than others. Based on data collected at household and village levels, the case study revealed that social capital, particularly as defined by norms HWSF users share for cooperation in operation and maintenance (O&M), was a more important factor than other selected factors representing human resources, productive assets and social capital and helped them to better operate and maintain HWSFs at the village level. Furthermore, hygiene education classes, which emphasize the importance of O&M and water user groups’ roles, proved to be a secondary crucial factor and helped strengthen these norms of cooperation among facility users. | |||||
