This training course aimed to create future executive staff, and as such, it focused on the acquisition of expert knowledge, skills, as well as facility in general liberal arts subjects. Mr. Takeshi Kajii was the first president of the Nippon Telegraph and Telephone Public Corporation. This paper considers the relationship between Mr. Kajii’s stated ideology and activities in both his prewar and postwar days. According to this investigation, three factors explain why this training system was established. (1) The background for the introduction of this system comes from Mr. Kajii Takeshi’s earlier experience. From before the World War II, together with Mr. Shigeyoshi Matsumae, Takeshi Miyamoto and others, Takeshi Kajii to improve the status of engineers. (2) Mr. Kajii did not completely accept the GHQ-led training method during the Occupation. He emphasized the importance of nurturing a unique training course particularly for a Japanese telecommunications engineer, the aim of which was to develop Japan’s domestic technology. (3) Mr. Matsumae influenced Mr. Kajii greatly regarding the contents of the education proposed. Thus, the long-term training course is a reflection of Mr. Matsumae’s ideas filtered through Mr. Kajii. This training course aimed to create future executive staff, and as such, it focused on the acquisition of expert knowledge, skills, as well as facility in general liberal arts subjects. Mr. Takeshi Kajii was the first president of the Nippon Telegraph and Telephone Public Corporation.
