内容記述 | In recent years, the microcredit, which encourages the development of self-employment businesses, has been found to be the most important prescription for one billion people living in poverty in developing countries. In 1994, seeing twenty-six million people (13% of the population) still below the poverty line, the Indonesian government started IDT (Inpres Desa Tertinggal: Presidential Instruction to Isolated Villages) from 1994. More than twenty thousand villages (about one third of total villages) were requested to identify poor people and to organize POKMAS (Kelompok Masyarakat: social associations). POKMAS members, after consultation and discussion, got credit without collateral to start their small businesses like goat breeding, small trades, bamboo craft etc. Eventually, many success stories were circulated about those who have received and used the credit, and the project became very popular among poor people; however, massive maltreatment and disappearance of fund have been reported, and there are some who say the project has been the waste of money. While collecting data from government institutions, the author entered into two IDT villages three times to study the actual role of microcredit. He concluded that the better the village administrative and social organizations are, the better the POKMAS are. As the microcredit is the major strategy for the alleviation of poverty, projects should be evaluated in order to overcome various shortcomings and to promote success stories. | |||||
